Many of these mandates either fail to provide adequate funding for programs that are proposed or come with limited funds and a costly price tag to the states. Additionally, the federal government continues to deprive states of funding unless states act on certain measures. The various states’ spending proposals, programs, and laws should not be dictated by the federal government.

This state was founded on the frontiersmen spirit and independent heart. Why is it alright now to give up our rights and our authority to Politian’s in Washington that we did not elect and do not represent us. We must stand again, as we did in 1798, and send a statement to our federal government that this State has rights and we know what is best for us. We have a history of standing up for our sovereignty, we have a pride in fighting for our rights, and we have a duty to the next generation and everyone in this Commonwealth to protect our rights and be part of this growing movement to re-affirm are civil liberties stated in our States constitution and enumerated in the Tenth Amendment of the United States Constitution.

- On Thursday January 21 at 1:00pm hundreds of Kentuckians will rally in Frankfort at the Capitol rotunda to take part in the first big rally of 2010 and to support the State Sovereignty Resolution. There will be busses coming in from around the state and we anticipate good support from people. At the event State Representative Stan Lee, who has introduced the State Sovereignty Resolution HR10, will speak along with many other representatives who have co-sponsored the resolution.

With what is going on with National Healthcare, the special elections, and attitudes towards Washington this is an excellent opportunity to localize the sentiment and emotions of people here in Kentucky. I strongly encourage you to consider getting some video of local participants at this rally that you may later be able to use in a voice over.

- State Sovereignty Resolution or 10th Amendment movement is a growing movement to re-affirm are civil liberties stated in our States constitution and enumerated in the Tenth Amendment of the United States Constitution.

- It was introduced in 2009 Kentucky legislative session by Rep John Stacy (D) but never made it out of committee.

- The current HR10 was pre-filled in June by Rep Stan Lee

- HR10 the Kentucky State Sovereignty Resolution already has 15 co-sponsors

- This Resolution is a reaffirmation of the 10th Amendment and a restatement of what our State Constitution declares. “The Tenth Amendment defines the total scope of federal power as being that which has been delegated by the people to the federal government, and also that which is absolutely necessary to advancing those powers specifically enumerated in the Constitution of the United States. The rest is to be handled by the state governments, or locally, by the people themselves.”

- We simply believe that Governments and political leaders are best held accountable to the will of the people when government is local. Second, the people of a state know what is best for them; they do not need bureaucrats, potentially thousands of miles away, governing their lives. We believe that Kentucky Knows Best.

- This is not about secession but is meant to strengthen the union and remind the federal government of states rights.

- There have been 13 states pass similar legislation and 19 states that have current resolutions to consider.

- The first state sovereignty resolution was written by Thomas Jefferson and passed in 1798 by the Kentucky Legislation.

State Sovereignty

Before there were ever a federal government there were sovereign individual states. Our Constitution was comprised of these states coming together and merely providing a contract between those states for their common good. This was highlighted and articulated in our own State constitution as well as spelled out federally in the 10th amendment of the United States Constitution. It is my assertion that not only we the people need reminded of these facts but our elected officials need constant reminding as well. We need to jog the memories of our representatives that we are in fact a sovereign state. We need to stand up for the 10th amendment of the United States that affirms this and protects us against the oppression and intrusion of bad policies from the federal government. Our state needs to be once again our first line of defense against unfunded mandates and unconstitutional policies and we need to put the over reaching federal government on notice to leave us alone.

The kentucky 9/12 Project is an all volunteer organization but we DO incur costs for marketing and events. If you would like to help, please contribute what you can. Your donation is greatly appreciated.








For the upcoming State Sovereignty issue we will be running a half page ad in 3 newspapers in key representatives hometowns.

The cost of each ad is approx $250

We would also like to possible run radio ads on 4 different stations statewide and we are currently working on some co-op dollars for this.

Finally there will be some expenses for the rally on the 21st and the more we raise the more we will be able to promote. We do have advantage of working with 3 other groups to split some of these expenses but anything you do will assist and help pass this state sovereignty resolution.
